Privalomojo sveikatos draudimo tarybos (PSDT) posėdyje 2010.12.23 nebuvo pritarta sveikatos apsaugos ministro Raimondo Šukio siūlymui nuo 2011 m. sausio 1 d. padidinti finansavimą pirminei sveikatos priežiūrai ir šeimos gydytojams. Tačiau sveikatos apsaugos ministras neabejoja, kad finansavimą prioritetinėms sritims didinti būtina, todėl artimiausiu metu dėl finansavimo didinimo pirminei sveikatos priežiūrai bus dar kartą kreipiamasi į PSDT.
Sveikatos apsaugos ministras Raimondas Šukys, įvertinęs Privalomojo sveikatos draudimo fondo (PSDF) biudžeto surinkimo rezultatus, šalies makroekonomines vystymosi prognozes bei atsižvelgdamas į ministerijos darbų prioritetus PSDT siūlė nuo 2011 sausio 1 d. pirminei sveikatos priežiūrai ir šeimos gydytojo institucijai iki 0,95 lito padidinti sveikatos priežiūros paslaugų bazinių kainų balo vertę t.y. iš PSDF biudžeto šioms sritims už asmens sveikatos priežiūros paslaugas mokėti daugiau.
Tačiau PSDT posėdyje dalyvavusio Seimo Sveikatos reikalų komiteto pirmininko Antano Matulo, beje, nesančio šios tarybos nariu, iniciatyva tokiam ministro pasiūlymui nebuvo pritarta.
„Didinti finansavimą pirminei sveikatos priežiūrai yra logiškas Sveikatos apsaugos ministerijos (SAM) iškeltų prioritetų įgyvendinimas, juo labiau, kad tai santykinai nėra didelės investicijos, o, kaip rodo pasaulinė praktika, rezultatai – akivaizdūs. Todėl man yra nesuprantama Seimo Sveikatos reikalų komiteto pozicija, kuomet rengiamos viešųjų ryšių akcijos dėl prasto darbo poliklinikose, tačiau priešinamasi realiems sprendimams, galintiems šią padėtį keisti – t.y. neleidžiama papildomu finansavimu skatinti ir motyvuoti geresniam darbui poliklinikose dirbančių gydytojų ir slaugytojų. Bet kokiu atveju, nepaisant šiandieninio PSDT sprendimo, aš vis tiek sieksiu, kad didėtų apmokėjimas už arčiausiai žmonių esančias sveikatos priežiūros paslaugas“, – tikina sveikatos apsaugos ministras R. Šukys.
Pasaulio sveikatos organizacijos (PSO) 2008 m. ataskaitoje (The World Health Report 2008), pabrėžiama, kad tiek turtingose, tiek skurdžiose šalyse, geriausiai funkcionuoja tos sveikatos priežiūros sistemos, kurios prioritetu yra pasirinkusios pirminę sveikatos priežiūrą.
Europos Sąjungos šalių patirtis rodo, kad pirminės sveikatos priežiūros paslaugos yra 5-6 kartus pigesnės už stacionarines, tačiau Lietuvoje šiuo metu beveik 80 proc. teikiamų asmens sveikatos priežiūros paslaugų yra stacionarinės. SAM, vadovaudamasi PSO rekomendacijomis bei sukaupta kitų šalių patirtimi, prioritetu yra iškėlusi Pirminės sveikatos priežiūros sistemos stiprinimą. Tam yra planuojama skirti papildomą finansavimą, siekiama plėtoti šeimos gydytojo ir slaugytojo paslaugas, plečiama jų darbo apimtis ir formos, taip pat didinamas šeimos gydytojų ir slaugytojų santykis.
